We are seeking a proactive and highly organized Administrative Officer to support efficient office operations and contribute to UNICEF’s mission of creating lasting impact for every child.

Role Overview

As an Administrative Officer, you will lead and coordinate administrative functions that enable effective programme delivery and operational excellence. You will oversee office administration, budget monitoring, contract management, property management, and administrative services while ensuring compliance with UNICEF policies and organizational standards.

Working closely with internal teams and external partners, you will help strengthen operational efficiency, improve service delivery, and support strategic business operations.

Key Responsibilities

Policy, Procedures and Operational Strategy

  • Lead the implementation of administrative policies, procedures, and internal controls.
  • Advise management on administrative planning, operational improvements, and risk mitigation.
  • Strengthen administrative systems to enhance service delivery and organizational efficiency.
  • Ensure compliance with UNICEF policies, procedures, and operational standards.

Budget Management

  • Support administrative budget planning, monitoring, and utilization.
  • Prepare cost estimates and resource plans to support office operations.
  • Monitor administrative expenditures and recommend cost-effective solutions.

Administrative Services

  • Coordinate efficient administrative support services, including facilities management, travel, transport, procurement, communications, and vendor management.
  • Promote business continuity, workplace safety, and operational excellence.
  • Support collaboration within UN Common Services to improve efficiency and shared resources.

Property and Asset Management

  • Maintain accurate inventories of office equipment, vehicles, and administrative assets.
  • Monitor the condition and utilization of organizational property.
  • Ensure proper documentation and accountability for all administrative assets.

Contract Management

  • Manage administrative contracts in accordance with UNICEF policies and applicable regulations.
  • Monitor vendor performance and ensure contractual compliance.
  • Maintain complete and accurate contract documentation.

Staff Learning and Development

  • Support the planning and delivery of training initiatives related to administrative services.
  • Promote continuous learning and the adoption of best administrative practices.

Partnership and Collaboration

  • Collaborate with UN agencies, government institutions, local authorities, and implementing partners on administrative matters.
  • Facilitate information sharing and coordination to strengthen operational effectiveness.

Minimum Qualifications

  • Bachelor’s degree (or equivalent first-level university degree) in Accounting, Business Administration, Finance, Social Sciences, Administration, or a related discipline.
  • Minimum of two (2) years of relevant professional experience in administration, office management, finance, accounting, ICT, human resources, supply, or related operational functions.
  • Experience working in both national and international environments is desirable.
  • Experience supporting operations in emergency or humanitarian settings is an advantage.
  • Fluency in English is required.

Desired Skills and Experience

  • Strong understanding of administrative operations and organizational procedures.
  • Experience using digital tools and data analytics to monitor administrative performance indicators.
  • Knowledge of operational risk management relating to facilities, fleet, assets, and service delivery.
  • Experience in business operations strategy, common services coordination, and stakeholder engagement.
  • Experience working in development, fragile, or humanitarian contexts is an advantage.
  • Knowledge of another UN official language (Arabic, Chinese, French, Russian, or Spanish) or a local language is an asset.
