Planning Officer (Full-Time)

We are seeking a highly motivated and analytical Planning Officer to strengthen programme planning, monitoring, reporting, and knowledge management efforts. This role offers an opportunity to contribute to national development priorities while supporting evidence-based decision-making and programme excellence.

Position Summary

The Planning Officer will support the effective planning, monitoring, reporting, and implementation of UNICEF Ghana’s country programme. The successful candidate will work closely with programme teams, government counterparts, United Nations agencies, and development partners to enhance planning systems, monitor results, strengthen knowledge management, and ensure the timely delivery of programme commitments.

Key Responsibilities

The successful candidate will:

  • Support the development, implementation, and monitoring of Annual Work Plans and microplans to ensure alignment with programme objectives and strategic priorities.
  • Coordinate planning, monitoring, and reporting activities related to United Nations Sustainable Development Cooperation Framework (UNSDCF) commitments, including the management and updating of UN INFO reporting requirements.
  • Contribute to country programme reviews, performance assessments, and implementation monitoring processes to track progress against planned results.
  • Support monitoring of programme implementation, including Direct Cash Transfers (DCTs), ensuring compliance with organizational policies and procedures.
  • Collaborate with government institutions, development partners, and sector stakeholders to strengthen national and sectoral planning systems.
  • Facilitate the collection, analysis, and utilization of programme data to support evidence-based planning and decision-making.
  • Support the preparation of planning, monitoring, and performance reports for management and key stakeholders.
  • Promote effective knowledge management practices by capturing lessons learned, best practices, evaluation findings, and research insights.
  • Contribute to the dissemination and use of evaluations, surveys, assessments, and analytical studies to improve programme effectiveness.
  • Support organizational learning initiatives and foster a culture of continuous improvement and accountability.
  • Assist in identifying programme risks and opportunities and contribute to mitigation and improvement strategies.
  • Build and maintain effective working relationships with internal teams, government counterparts, United Nations agencies, and development partners.
  • Perform other duties and responsibilities as assigned to support programme delivery and organizational objectives.

Qualifications and Experience

Education

  • Master’s Degree in Public Policy, Economics, Data Science, Planning, Monitoring and Evaluation (M&E), Development Studies, Statistics, or a related field.

Experience

  • Minimum of five (5) years of relevant professional experience in planning, monitoring and evaluation, programme management, data management, knowledge management, development planning, or a related area.
  • Demonstrated experience supporting programme planning, performance monitoring, and results reporting.
  • Experience working with development programmes, government institutions, international organizations, or development partners will be an advantage.
  • Proven ability to manage data, analyse information, and produce high-quality reports.

Language Requirements

  • Fluency in English, both written and spoken, is required.
