Project Director – Ghana DHAPP (Full-Time)

Role Overview

The Project Director will lead the Ghana DHAPP program, providing strategic vision, technical leadership, and operational oversight to ensure high-quality implementation and achievement of program outcomes. You will manage a multidisciplinary team, engage key stakeholders—including the Ghana Armed Forces—and ensure compliance with donor requirements while driving efficiency, innovation, and measurable impact.


Key Responsibilities

Program Leadership & Strategic Direction

You will:

  • Provide overall leadership, direction, and supervision of program staff, consultants, and partners
  • Drive implementation of a comprehensive transition plan that supports progressive ownership by the Ghana Armed Forces
  • Coordinate closely with military leadership and key stakeholders to strengthen alignment and avoid duplication
  • Lead strategic planning aligned with DHAPP priorities, including HIV testing, treatment linkage, rapid ART initiation, and viral load coverage

Technical Oversight

You will:

  • Oversee high-quality implementation across technical areas such as HIV prevention and testing, treatment, viral load monitoring, supply chain strengthening, TB and malaria integration, and outbreak response
  • Ensure all activities are evidence-based and aligned with national guidelines and partner policies
  • Strengthen military leadership capacity through performance tracking and measurable milestones

Operational & Financial Management

You will:

  • Lead work planning, budgeting, and regular performance reviews to ensure timely and cost-effective delivery
  • Oversee procurement, operations, and partner performance to ensure compliance and efficiency
  • Establish and maintain strong financial management systems, documentation practices, and internal controls

Monitoring, Evaluation, Reporting & Learning

You will:

  • Ensure timely submission of high-quality technical and financial reports
  • Promote strong data quality systems and accurate reporting of program indicators
  • Foster a culture of continuous learning by capturing and applying lessons learned to improve program delivery

Representation & Partnership Management

You will:

  • Serve as the senior in-country representative for the program
  • Build and maintain strong relationships with Ghana Armed Forces leadership, government stakeholders, donors, and partners
  • Strengthen coordination with DHAPP stakeholders and collaborating organizations

Qualifications

Minimum Requirements

  • Master’s degree in Public Health, Medicine, Health Systems, International Development, or a related field with at least 10 years of relevant experience
    OR
    MD or PhD in Public Health (or related field) with at least 6 years of relevant experience
  • Proven leadership experience managing complex health programs, preferably HIV/PEPFAR-funded initiatives
  • At least 5 years of senior management experience leading large-scale programs with multiple stakeholders
  • Demonstrated expertise in HIV program implementation across the care cascade (testing, treatment, viral suppression)
  • Strong experience working with government institutions and national health systems in Ghana
  • Excellent written and verbal communication skills in English
  • Strong leadership, team management, and strategic planning capabilities

Preferred Qualifications

  • Experience working with military health services, Ministries of Defense, or similar uniformed health systems
  • Experience integrating TB and malaria services within HIV programs
