Position Summary
UNDP Ghana is seeking a highly motivated and experienced Programme Management Specialist to lead and coordinate development projects and programme in line with UNDP’s strategic priorities. The role offers a unique opportunity to provide substantive leadership, oversight, and strategic guidance on programme that address development finance, digital finance, youth employment, and related sectors.

The position is open to Tier 0, 1, and 2 applicants and requires strong technical expertise, proven leadership in international programme management, and the ability to coordinate effectively across multiple stakeholders.
Key Responsibilities
- Lead the planning, implementation, monitoring, and reporting of development projects and programme funded by international donors.
- Provide substantive leadership, oversight, and guidance to project teams, ensuring the delivery of high-quality outputs.
- Manage project budgets, resources, and schedules, ensuring compliance with UNDP financial and operational regulations.
- Foster collaboration and build strong partnerships with UN agencies, government entities, international organizations, and other stakeholders.
- Support project development, including proposals, work plans, and performance indicators.
- Provide technical advice in thematic areas such as development finance, digital finance, and youth employment.
- Promote knowledge sharing, lessons learned, and innovative approaches to programme implementation.
- Contribute to strategic planning, risk management, and policy dialogue relevant to programme objectives.
Educational and Professional Requirements
- Advanced university degree (Master’s or equivalent) in Business Administration, Public Administration, Economics, Political Science, Social Sciences, or a related field.
- Alternatively, a first-level university degree (Bachelor’s) with an additional two years of qualifying experience will be considered.
- Minimum of 7 years (with Master’s) or 9 years (with Bachelor’s) of progressively responsible professional experience in programme/project management, including leadership roles at the international level.
Required Skills and Competencies
- Proven experience in leading teams and managing international development projects with donor funding.
- Expertise in project cycle management, budget/financial oversight, monitoring, and reporting.
- Professional knowledge in development finance, digital finance, and youth employment.
- Experience coordinating with UN agencies, international organizations, and national stakeholders.
- Familiarity with the geographic context (Africa/West Africa) and national development challenges.
- Experience using Oracle and Salesforce-based systems such as Quantum and Quantum+.
- Strong communication, organizational, and analytical skills.
- Fluency in English is required.
