Position Summary
We are seeking an accomplished and visionary Financial Inclusion Lead to spearhead the financial inclusion activities of the FILMA Program and drive the development and execution of Temple Investments’ inclusive finance strategy.
The successful candidate will lead innovative financing initiatives, build strategic partnerships, develop blended finance solutions, and expand access to finance for underserved populations, SMEs, agribusinesses, and rural communities. This role requires a highly experienced professional with deep expertise in development finance, financial inclusion, investment structuring, stakeholder engagement, and ecosystem development.
Key Responsibilities
Financial Inclusion Strategy & Program Leadership
- Lead the financial inclusion activities of the FILMA Program and ensure successful achievement of program objectives.
- Develop and implement Temple Investments’ financial inclusion strategy and related initiatives.
- Design innovative financing solutions that support inclusive economic growth, entrepreneurship, and sustainable development.
- Drive ecosystem-building initiatives that strengthen access to finance and market opportunities for underserved populations and businesses.
- Identify emerging opportunities and develop scalable interventions that promote financial inclusion across priority sectors.
Financing Solutions & Investment Structuring
- Structure innovative access-to-finance solutions for underserved markets, SMEs, agribusinesses, and rural communities.
- Design, structure, and execute blended finance solutions, including catalytic capital, guarantees, technical assistance facilities, and risk-sharing mechanisms.
- Mobilize private sector capital to support financial inclusion and development objectives.
- Develop financing initiatives across agricultural and agribusiness value chains to strengthen market linkages and improve financial access.
- Support investment origination, transaction structuring, and capital mobilization efforts.
Strategic Partnerships & Stakeholder Engagement
- Build and maintain strategic partnerships with financial institutions, development finance institutions (DFIs), governments, investors, donors, and ecosystem stakeholders.
- Foster collaboration among public and private sector actors to advance inclusive finance initiatives.
- Lead stakeholder engagement activities and represent Temple Investments in high-level meetings, industry forums, conferences, and policy discussions.
- Strengthen relationships with partners focused on SME development, entrepreneurship, and economic inclusion.
Investment Governance & Risk Management
- Lead investment governance processes and support effective decision-making.
- Prepare Investment Committee submissions, credit assessments, restructuring recommendations, and formal committee correspondence.
- Conduct financial and risk assessments for proposed initiatives and financing structures.
- Ensure compliance with internal governance frameworks, investment policies, and reporting requirements.
Financial Analysis, Monitoring & Reporting
- Develop and maintain dynamic financial models to support cash flow planning, partner allocations, and scenario analysis.
- Provide analytical insights to support strategic planning and program decision-making.
- Monitor, evaluate, and report on the performance and impact of financial inclusion initiatives.
- Track key performance indicators and ensure achievement of program outcomes and development objectives.
- Prepare high-quality reports and presentations for management, investors, donors, and other stakeholders.
Inclusive Finance & Ecosystem Development
- Support the integration of informal sector participants into the formal financial ecosystem.
- Leverage Village Savings and Loans Associations (VSLAs) and other community-based finance models to enhance financial inclusion outcomes.
- Promote innovative approaches that improve access to finance for women, youth, rural enterprises, and underserved communities.
- Contribute to policy discussions and thought leadership initiatives related to financial inclusion and SME development across Africa.
Qualifications & Experience
Educational Requirements
- Bachelor’s Degree and Master’s Degree in Finance, Economics, Development Finance, Business Administration, Accounting, or a related field.
Professional Experience
- Minimum of fifteen (15) years of progressive experience in financial inclusion, development finance, SME finance, agricultural finance, investment management, or program leadership.
- Proven experience leading large-scale financial inclusion or development finance initiatives.
- Demonstrated success in structuring innovative financing solutions and mobilizing capital from development partners and investors.
- Strong experience managing strategic partnerships, donor-funded programs, and multi-stakeholder initiatives.
- Extensive knowledge of African SME ecosystems, entrepreneurship development, and inclusive finance markets.
- Experience engaging with the informal sector and facilitating transitions into formal financial systems through models such as Village Savings and Loans Associations (VSLAs).
