Job Summary
The Assistant Registrar (Human Resource Management) will support the strategic and operational delivery of human resource services across the University. The successful candidate will manage key HR functions, including recruitment, employee relations, performance management, staff development, and HR reporting, while ensuring compliance with University statutes, policies, and applicable labour regulations.

Key Responsibilities
- Manage the end-to-end recruitment and selection process, including job advertising, shortlisting, interview coordination, selection processes, and staff onboarding.
- Process staff appointments, confirmations, promotions, transfers, secondments, and separations in accordance with University statutes, policies, and procedures.
- Maintain accurate, secure, and up-to-date personnel records and HR databases.
- Coordinate staff performance appraisal processes and support the development and implementation of effective performance management frameworks.
- Manage staff discipline, grievance handling, and welfare matters in compliance with labour laws, University regulations, and conditions of service.
- Provide professional advice and guidance to management and staff on HR policies, employment matters, and conditions of service.
- Coordinate staff training, professional development, and capacity-building programmes to enhance employee performance.
- Prepare HR reports, workforce statistics, returns, and management briefs for University Management and relevant regulatory bodies.
- Liaise with the Fair Wages and Salaries Commission, Labour Commission, and other public sector agencies on human resource matters.
- Support the review and improvement of HR policies, procedures, and systems to enhance service delivery.
- Promote a positive employee experience and contribute to building a productive and inclusive workplace culture.
- Perform any other duties assigned by the Director of Human Resource Directorate, the Registrar, the Vice-Chancellor, or the University Council.
Qualifications & Experience
Applicants must satisfy one of the following requirements:
- Have been appointed as a Junior Assistant Registrar (Human Resource Management) in an accredited university or comparable institution and served satisfactorily for at least two (2) years on that grade; or
- Hold an M.Phil. or a two-year research Master’s degree in Human Resource Management or a related discipline; and
- Hold a good first degree in a relevant discipline.
Applicants must also:
- Possess at least four (4) years of relevant postgraduate work experience in Human Resource Management within a university or comparable institution.
- Membership of the Chartered Institute of Human Resource Management, Ghana (CIHRM) or a comparable professional body will be an added advantage.
- Demonstrate strong knowledge of HR practices, employment regulations, and institutional administration.
- Possess computer literacy and proficiency in Microsoft Office applications.
- Experience with Human Resource Information Systems (HRIS) will be an added advantage.
