Job Summary
The Chief Engineer will provide overall strategic direction, technical leadership, and operational oversight for the University’s engineering services and electrical infrastructure management. The successful candidate will lead major engineering projects, develop sustainable infrastructure solutions, ensure compliance with professional standards, and advise University Management on engineering strategies that support institutional growth and operational excellence.

Key Responsibilities
- Provide strategic leadership for the planning, design, installation, commissioning, maintenance, and repair of electrical systems, infrastructure, and equipment across the University campus.
- Direct the development and implementation of engineering strategies, policies, standards, and maintenance frameworks that support the University’s infrastructure objectives.
- Review and approve technical specifications, engineering drawings, cost estimates, and bills of quantities for major electrical works and capital development projects.
- Provide executive oversight of electrical projects undertaken by contractors, engineers, technicians, and artisans to ensure compliance with approved designs, quality standards, safety regulations, and contractual requirements.
- Lead the assessment, upgrade, and modernization of the University’s electrical assets, including power distribution systems, generators, lighting systems, and laboratory installations.
- Establish effective preventive maintenance programmes to improve reliability, efficiency, and lifespan of engineering infrastructure.
- Oversee the preparation, management, and monitoring of budgets for engineering maintenance, infrastructure projects, and long-term development initiatives.
- Advise University Management on energy efficiency measures, sustainable power solutions, renewable energy opportunities, and emerging engineering technologies.
- Coordinate with the Clerk of Works, engineers, contractors, consultants, and other stakeholders to ensure successful execution of construction, renovation, and infrastructure projects.
- Ensure proper documentation and maintenance of records relating to electrical installations, engineering activities, equipment inventories, and project implementation.
- Ensure compliance with the Engineering Council Act, 2011 (Act 819), relevant engineering regulations, and professional codes of practice.
- Provide strategic mentorship, supervision, and professional development support to engineering staff.
- Represent the Engineering Unit in relevant institutional committees, project reviews, and stakeholder engagements.
- Perform any other duties assigned by the Director of Physical Development and Estates Management, the Registrar, the Vice-Chancellor, or the University Council.
Qualifications & Experience
Applicants must satisfy one of the following requirements:
- Have been appointed as a Principal Engineer in an accredited university or comparable institution and served satisfactorily for at least four (4) years on that grade; or
- Hold a good first degree (BSc) and an M.Phil. or two-year research Master’s degree in Electrical Engineering or Electrical and Electronic Engineering from a recognized university accredited by the Ghana Tertiary Education Commission (GTEC).
Applicants must also:
- Be registered or eligible for registration with a licensed professional body under the Engineering Council of Ghana (Act 819) as an Engineering Technologist or Professional Engineer.
- Possess at least fourteen (14) years of relevant postgraduate engineering experience.
- Hold membership of a recognized professional engineering institution.
- Demonstrate extensive experience in engineering services management, infrastructure development, and technical leadership.
- Possess computer literacy, including proficiency in engineering design software such as AutoCAD.
- Demonstrate the ability to provide strategic leadership in engineering operations and infrastructure management.
- Have a strong record of managing large-scale infrastructure projects, controlling budgets, and engaging diverse stakeholders.
