The Director, Administration and Human Resource will provide strategic leadership in the development and implementation of administrative and human resource management policies, systems, and programmes. The successful candidate will oversee organizational development, workforce planning, performance management, and administrative operations to support the achievement of the organization’s strategic objectives.

Key Duties and Responsibilities
The successful candidate will:
- Provide technical leadership in the formulation, review, and implementation of organizational policies.
- Lead the implementation, monitoring, and evaluation of programmes and activities within the Directorate.
- Ensure the efficient and effective management of the human, financial, and material resources of both the Directorate and the organization.
- Lead the development and implementation of administrative and human resource management policies, systems, and operational manuals.
- Oversee organizational design, workforce planning, and the development of an effective Human Resource Management Information System (HRMIS).
- Coordinate, monitor, and review staff training and development policies, programmes, and plans.
- Ensure the development and review of succession planning mechanisms and effective staff exit processes.
- Lead the development, implementation, and review of welfare, occupational health and safety, disciplinary, and ethical policies.
- Maintain effective working relationships with Ministries, Departments, Agencies, and other stakeholders on administration and human resource matters.
- Oversee the organization of meetings, conferences, seminars, and workshops.
- Coordinate plans to ensure the availability of resources to support organizational activities, including estates, transport, ICT, and logistics.
- Lead the development, implementation, and review of compensation and benefits management policies.
- Collaborate with government institutions, international organizations, public and private sector partners, and other stakeholders in executing the functions of the Directorate.
- Oversee the implementation and continuous improvement of the organization’s performance management systems.
- Ensure the preparation of annual budgets, work plans, and periodic reports for the Directorate.
Qualification Required & Experience
Applicants must possess:
- A minimum of a Master’s degree in Business Administration, Public Administration, Human Resource Management, Social Sciences, or a related discipline from an accredited tertiary institution.
- Membership in a recognised and relevant professional body.
- At least ten (10) years of relevant post-Bachelor’s work experience, including a minimum of five (5) years at a senior management level within a reputable institution.
- Proven experience in administration, organizational development, human resource management, or institutional leadership.
