We are seeking an experienced, strategic, and results-driven Government Payroll Business Manager to lead the growth and management of our Government Payroll Loan portfolio. Key Responsibilities
Government Payroll Business Development
As the Government Payroll Business Manager, you will:
- Develop and implement strategies to grow the Government Payroll Loan portfolio and achieve business targets.
- Identify, acquire, and build relationships with potential payroll loan customers across government ministries, departments, agencies, and public institutions.
- Promote the institution’s payroll lending products and services to increase market penetration and customer adoption.
- Identify new business opportunities and develop initiatives that improve portfolio growth and profitability.
- Conduct market research and competitor analysis to support business expansion strategies.
Relationship Management
You will:
- Establish and maintain strong professional relationships with key stakeholders within government institutions.
- Serve as the primary relationship contact for strategic partnerships and stakeholder engagements.
- Represent Q – Capital Microfinance Limited at meetings, presentations, networking events, and business development activities.
- Develop customer retention strategies that strengthen long-term relationships and improve customer satisfaction.
Portfolio Management
You will:
- Manage the Government Payroll Loan portfolio to achieve sustainable growth and maintain portfolio quality.
- Oversee the complete payroll lending process from customer acquisition, loan processing, disbursement, and repayment monitoring.
- Conduct regular portfolio performance reviews and provide recommendations for improvement.
- Analyse portfolio trends, identify risks, and implement strategies to maximise performance.
Credit Risk Management
You will:
- Review loan applications and assess customer eligibility, affordability, and creditworthiness.
- Ensure all lending activities comply with internal credit policies, procedures, and regulatory requirements.
- Monitor portfolio quality and implement measures to reduce delinquency and credit risks.
- Conduct periodic risk assessments and recommend appropriate risk mitigation strategies.
- Promote sound credit administration and responsible lending practices.
Loan Monitoring & Recovery
You will:
- Monitor loan repayment performance and maintain a healthy loan portfolio.
- Develop and implement effective collection and recovery strategies.
- Lead recovery initiatives for overdue loans and improve repayment outcomes.
- Collaborate with relevant teams and stakeholders to resolve repayment challenges.
Regulatory Compliance & Reporting
You will:
- Ensure compliance with Bank of Ghana regulations, internal policies, and industry best practices.
- Prepare accurate weekly, monthly, quarterly, and annual business performance reports.
- Maintain complete and accurate documentation for all payroll lending activities.
- Support internal and external audit processes when required.
Team Leadership & Operational Support
You will:
- Lead, coach, mentor, and supervise payroll loan officers and support staff.
- Monitor team performance and provide guidance to improve productivity and service delivery.
- Collaborate with internal departments to enhance operational efficiency and customer experience.
- Promote a high-performance culture focused on growth, compliance, and customer satisfaction.
- Perform any other duties assigned by management.
Qualification Required & Experience
Applicants should have:
Educational Qualification
- A First Degree or Higher National Diploma (HND) in Banking and Finance, Accounting, Finance, Economics, Business Administration, Marketing, Public Administration, or a related discipline.
Professional Qualifications
Professional certifications in any of the following areas will be an added advantage:
- Banking
- Finance
- Risk Management
- Project Management
- Business Administration
Experience
Applicants must have:
- A minimum of three (3) years of relevant experience in government payroll lending, banking, consumer lending, microfinance, or portfolio management.
- Demonstrated experience managing Government Payroll Loan portfolios will be a significant advantage.
- Previous experience within a microfinance institution, savings and loans company, rural bank, or commercial bank.
