As the Platform continues to strengthen its Secretariat and expand its impact, we are seeking an accomplished and visionary Manager to provide strategic leadership, build high-impact partnerships, and drive the implementation of CARP Ghana’s strategic agenda. Job Summary
Reporting directly to the CARP Governing Board, the Manager serves as the Chief Executive of the CARP Secretariat and provides strategic, operational, and administrative leadership for the organization. The successful candidate will oversee programme implementation, strengthen stakeholder engagement, mobilize resources, promote investment, and ensure effective governance and organizational performance.
The Manager will serve as the principal representative of CARP Ghana in engagements with government institutions, development partners, private sector organizations, financial institutions, producer organizations, research institutions, and regional and international stakeholders.
Key Responsibilities
Strategic Leadership & Organizational Management
The Manager will:
- Provide strategic leadership and direction for CARP Ghana in line with its vision, mission, and strategic objectives.
- Lead the day-to-day management of the Secretariat and ensure efficient organizational operations.
- Coordinate the implementation of the CARP Strategic Plan, annual work plans, and organizational priorities.
- Develop annual operational plans, budgets, and performance reports for approval by the Governing Board.
- Organize and facilitate meetings of the Governing Board, Technical Working Groups, and General Assembly.
- Supervise Secretariat staff, consultants, and service providers while fostering a high-performance organizational culture.
- Ensure effective financial, administrative, procurement, and operational management systems.
Stakeholder Engagement & Policy Advocacy
- Strengthen collaboration among government institutions, private sector actors, development partners, farmer organizations, financial institutions, and research organizations.
- Lead policy dialogue and advocate for reforms that improve the competitiveness of Ghana’s rice sector.
- Promote evidence-based policy recommendations that support investment, productivity, market development, and value addition.
- Represent CARP Ghana at national, regional, and international meetings, conferences, workshops, and strategic forums.
- Build and maintain strong relationships with key stakeholders to advance CARP’s strategic objectives.
Resource Mobilization & Partnership Development
- Develop and implement resource mobilization strategies to support organizational sustainability and programme growth.
- Identify and secure grants, investments, and funding opportunities from development partners, donors, financial institutions, and private sector organizations.
- Build strategic partnerships that strengthen Ghana’s rice value chain and expand programme impact.
- Promote investment opportunities and facilitate public-private partnerships across production, processing, marketing, and value addition.
Programme Management & Organizational Performance
- Oversee programme implementation and ensure the timely delivery of strategic initiatives.
- Monitor programme performance and ensure achievement of agreed results and key performance indicators.
- Coordinate monitoring, evaluation, learning, and reporting systems to support accountability and continuous improvement.
- Ensure compliance with donor requirements, governance standards, organizational policies, and regulatory obligations.
- Promote innovation, organizational learning, and continuous improvement across all programmes and operations.
Knowledge Management & Communications
- Lead initiatives that promote knowledge sharing, innovation, and best practices within Ghana’s rice sector.
- Coordinate the preparation and publication of annual reports, technical publications, policy briefs, market intelligence reports, and sector performance analyses.
- Strengthen the visibility and reputation of CARP Ghana through effective communication and stakeholder engagement strategies.
Minimum Qualifications
Candidates must possess:
- A Master’s Degree or higher in Agriculture, Agribusiness, Agricultural Economics, Economics, Development Studies, Business Administration, Public Policy, International Development, or a related discipline.
Professional Experience
The successful candidate should have:
- A minimum of eight (8) years of progressively responsible professional experience in agriculture, agribusiness, development, investment promotion, programme management, or a related sector.
- Demonstrated success in leading multi-stakeholder platforms, programmes, institutions, or strategic initiatives.
- Proven experience mobilizing financial resources, partnerships, and donor funding.
- Strong experience working with government institutions, development partners, producer organizations, private sector stakeholders, and financial institutions.
- Good understanding of Ghana’s rice value chain and the agricultural policy environment.
- Experience managing donor-funded programmes and complex development projects will be highly desirable.
Knowledge, Skills & Competencies
The ideal candidate will demonstrate:
- Exceptional strategic leadership and organizational management capabilities.
- Strong stakeholder engagement, negotiation, and relationship management skills.
- Sound knowledge of agricultural value chain development, investment promotion, and market systems.
- Excellent programme planning, implementation, and performance management skills.
- Strong financial management and budget oversight capabilities.
- Experience with monitoring, evaluation, and learning (MEL) systems.
- Outstanding analytical, communication, presentation, and report-writing skills.
- High standards of integrity, professionalism, accountability, and ethical leadership.
- Ability to lead multidisciplinary teams and manage competing priorities effectively.
Language Requirements
- Excellent written and spoken English is essential.
- Proficiency in French will be considered an advantage.
Terms of Employment
- The successful candidate will be appointed on an initial one-year renewable contract, subject to satisfactory performance and the availability of funding.
- The position is based in Accra, with regular travel to rice-producing regions across Ghana and participation in regional and international engagements as required.
