To strengthen its Secretariat and advance the implementation of its strategic priorities, CARP Ghana is seeking an experienced and results-driven Monitoring, Evaluation & Learning (MEL) Specialist. This role offers an exciting opportunity to build and lead a robust MEL system that supports evidence-based decision-making, organizational learning, accountability, and high-quality reporting across programmes and partnerships.
Job Summary
Reporting to the National Coordinator, the MEL Specialist will lead the design, implementation, and continuous improvement of CARP Ghana’s Monitoring, Evaluation and Learning (MEL) framework. The successful candidate will ensure that programme performance is effectively monitored, results are accurately measured, data quality is maintained, and evidence is translated into actionable insights that strengthen programme delivery, policy advocacy, and organizational learning.
Key Responsibilities
The MEL Specialist will:
Monitoring, Evaluation & Learning
- Develop, implement, and continuously improve CARP Ghana’s Monitoring, Evaluation and Learning (MEL) framework.
- Design results frameworks, logical frameworks, theories of change, performance indicators, and performance measurement plans for programmes and projects.
- Establish and maintain effective monitoring systems that measure programme outputs, outcomes, impacts, and key performance indicators.
- Develop and manage data collection tools, methodologies, databases, dashboards, and reporting systems using quantitative and qualitative approaches.
- Coordinate routine monitoring activities, field visits, surveys, assessments, and data quality assurance exercises.
- Analyse programme data and generate timely reports, dashboards, presentations, policy briefs, and management reports.
- Track programme performance against organizational objectives, donor requirements, and strategic priorities.
- Support baseline studies, mid-term reviews, end-line evaluations, impact assessments, and learning initiatives.
Data Management & Organizational Learning
- Establish systems for documenting lessons learned, best practices, innovations, and success stories across the rice value chain.
- Promote organizational learning by facilitating reflection sessions and supporting evidence-based planning and decision-making.
- Strengthen knowledge management by developing analytical reports, data visualizations, and communication products that inform programme improvement and policy dialogue.
- Ensure data integrity, consistency, accuracy, and compliance with organizational and donor standards.
Stakeholder Engagement & Capacity Building
- Build the capacity of staff, member organizations, and partners on MEL methodologies, results-based management, and data management practices.
- Collaborate with programme teams, consultants, researchers, government institutions, development partners, and value chain stakeholders to support data collection, reporting, and learning activities.
- Support policy advocacy initiatives by providing credible evidence and analytical insights derived from programme data.
Compliance & Reporting
- Ensure compliance with donor reporting requirements and internationally recognized MEL standards.
- Prepare high-quality technical reports and performance updates for management, development partners, and other stakeholders.
- Perform other duties assigned by the National Coordinator in support of the organization’s strategic objectives.
Minimum Qualifications
Candidates must possess:
- A Bachelor’s Degree in Monitoring & Evaluation, Statistics, Economics, Agricultural Economics, Agriculture, Development Studies, Social Sciences, Data Science, Public Policy, Project Management, or a related discipline.
- A Master’s Degree in a relevant field will be an added advantage.
- Professional certification in Monitoring & Evaluation, Results-Based Management (RBM), Project Management, Data Analytics, or Impact Evaluation will be an advantage.
Professional Experience
The successful candidate should have:
- A minimum of five (5) years’ relevant professional experience in Monitoring, Evaluation and Learning (MEL/MEAL).
- Proven experience designing and implementing MEL systems for development programmes, agricultural initiatives, private sector projects, or multi-stakeholder platforms.
- Demonstrated experience managing large datasets and conducting quantitative and qualitative analysis.
- Experience developing indicators, logical frameworks, theories of change, and results frameworks.
- Experience supporting donor-funded programmes and preparing reports for development partners.
- Experience conducting surveys, programme evaluations, impact assessments, and applied research.
- Experience working with farmer organizations, agribusinesses, producer associations, value chain actors, or commodity platforms will be highly desirable.
- Knowledge of Ghana’s agricultural sector, particularly the rice value chain, will be an advantage.
Knowledge, Skills & Competencies
The ideal candidate will demonstrate:
- Strong knowledge of Monitoring, Evaluation and Learning methodologies.
- Expertise in Results-Based Management (RBM).
- Strong understanding of data quality assurance, validation, and verification processes.
- Excellent statistical analysis and data interpretation skills.
- Experience designing surveys and managing field data collection.
- Ability to develop interactive dashboards and data visualization products.
- Excellent report writing, presentation, and communication skills.
- Strong knowledge management and organizational learning capabilities.
- Proficiency in Microsoft Excel and familiarity with tools such as Power BI, KoboToolbox, ODK, SPSS, STATA, R, GIS, or other relevant data management and analytical software.
- Excellent analytical, critical thinking, and problem-solving skills.
- Strong planning, organizational, and project coordination abilities.
- High standards of integrity, professionalism, and accountability.
- Ability to manage multiple priorities and meet tight deadlines.
- Willingness to travel regularly to rice-producing regions across Ghana.
Terms of Employment
- The successful candidate will be appointed on an initial one-year renewable contract, subject to satisfactory performance and continued funding.
- The position is based in Accra, with regular travel to programme locations across Ghana.
