We are seeking a highly motivated and analytical MEAL & Knowledge Management Officer to strengthen programme quality, learning systems, accountability mechanisms, and evidence-based decision-making across our work in Ghana.

Reporting Structure and Key Working Relationships

The MEAL & Knowledge Management Officer works under the supervision of the Programme Effectiveness Manager and collaborates across programme teams.

Internal Stakeholders:

  • Country Director
  • Finance and Operations Lead
  • Organisational Development and People Lead
  • Business Development Lead
  • Programme Effectiveness Lead
  • Programme and Policy Managers
  • Communications Coordinator

External Stakeholders:

  • Government ministries, departments, and agencies
  • Local and international NGOs
  • Coordination platforms and working groups
  • Community leaders and civil society actors

Key Responsibilities

Monitoring, Evaluation, Accountability, and Learning (MEAL)

  • Coordinate the implementation of Oxfam in Ghana’s Performance, Knowledge and Learning Framework (2021–2026).
  • Design and implement robust MEAL systems that support programme quality and decision-making.
  • Conduct programme monitoring activities with a strong gender and inclusion lens.
  • Contribute to project evaluations, reviews, and learning assessments.

Knowledge Management and Learning

  • Capture, document, and share programme learning with staff, partners, and stakeholders.
  • Contribute to internal communication bulletins using insights from monitoring and evaluation activities.
  • Support learning reviews, reflection sessions, and dissemination of best practices.
  • Strengthen organisational knowledge management systems, including OPAL.

Accountability and Feedback Systems

  • Develop and implement effective feedback mechanisms that are safe, accessible, and contextually appropriate for communities and partners.
  • Strengthen accountability systems to beneficiaries, donors, and stakeholders.
  • Ensure feedback is analysed and used to improve programme delivery.

Capacity Building and Partner Support

  • Build the capacity of partners in MEAL systems, tools, and approaches.
  • Support assessments of potential partners and develop capacity strengthening plans.
  • Deliver training sessions on MEAL, data management, and knowledge systems.
  • Mentor staff and partners on data collection, analysis, and learning practices.

Data Analysis and Evidence Generation

  • Conduct quantitative and qualitative data analysis to support programme decision-making.
  • Use tools such as NVIVO, SPSS, Excel, and other analytical platforms.
  • Produce high-quality reports, insights, and evidence briefs for internal and external use.
  • Support programme managers in designing evidence-based interventions.

Systems Strengthening and Programme Support

  • Support programme teams in developing new projects using evidence and learning.
  • Update and strengthen management information systems.
  • Promote gender-responsive and socially inclusive MEAL approaches.
  • Ensure integration of learning across programmes and campaigns.

Qualifications and Requirements

Education

  • A first degree in Social Sciences, Development Studies, Statistics, Planning, Project Management, or a related field.

Experience

  • Minimum of 4 years’ experience in MEAL, data analysis, programme quality, or knowledge management roles.
  • Proven experience designing and implementing MEAL systems with limited supervision.
  • Strong experience in gender-responsive MEAL and social accountability approaches.
  • Experience in quantitative and qualitative data analysis and research methodologies.
  • Familiarity with NGO policy, advocacy, and development programming contexts.

Skills and Competencies

  • Strong analytical and critical thinking skills.
  • Proficiency in NVIVO, SPSS, Excel, PowerPoint, and other data tools.
  • Excellent report writing and communication skills.
  • Strong organisational and time management skills with ability to meet deadlines.
  • Ability to work independently and collaboratively in diverse teams.
  • Strong interpersonal skills and sensitivity to political and cultural contexts.
  • Commitment to gender equality, inclusion, and Oxfam’s values.
  • Ability to work in high-pressure and complex environments.
  • Willingness to travel to field locations and engage with communities.

Desirable

  • Experience in coaching, mentoring, and capacity building in MEAL systems and data analytics.
  • Experience working in campaign, advocacy, or policy influence environments.
